I've been noticing some sort of white dust on the bottom leaves and stem.
I wiped them off with a kitchen towel with water 2 days ago, but i noticed today that they are back.
They look like cigarette aches. I'm not sure if it's powdery mildew.
I'm not sure it's visible in the pic

You’re most likely dealing with White Powdery Mildew. White Powdery Mildew is usually a minor annoyance that can be easily fixed, but if you don’t catch it early, WPM can turn into a catastrophe that ruins an entire marijuana harvest!

I used a wet cloth to remove the powder and than sprayed the plant with Milk/water(1/9) mix.
I checked after 24 hrs and it's looking way better with no sign of new powdery mildew.
I'll keep applying the mix every 7-10 days.

that is powdery mildew/mold. try wiping down with a paper towel and rubbing alcohol it may help if it does not you will not be able to smoke any of that come harvest time.

White Spots on top of LeavesI have discovered white spots on my plants. I think it is white mildew. From what I have read, the spores cannot be killed. You can only stop them a with pesticides or, if you are lucky, with a milk/water mixture, but you cannot remove them completely. What should i do?
