I don't think it's bugs... I think it's that your in soil and you added nutrients too early.. If you are 100% certain like it's not pests.. I am only 75%.. Then it's your nutrients.. Cannabis like it's light when there aint a lot of plant.. And if your growing in soil there is already gonna be nitrogen and other nutrients already present in the soil. If you were using chemicals.. Your plant would be worse shape.. I recommend you try just water for a few days and see what happens.

So it's a bit hard to make a for sure answer but in the under shot of the leaf you can see some very small creamy/yellowish dots..
That look a bit like a pest versus nutrient problems. I'd say see if you can get any closer and more clear we can possibly see the.

Looks like you might have a few thrips lurking about. Check the tops and undersides of the leaves for something that looks like a tiny worm. They can look white or bright green. If they're there, luckily it looks like they haven't done too much damage so there probably isn't too many.
