Unless it's a bright spot or searchlight, I doubt the light is reaching your garden to affect anything.
- However, if you're in doubt and truly want to know, go buy light meter. they'll set you back between 50 and 500$, depending on the quality and brand. (Tho, you could probably download an app for your phone that uses the camera, but it's likely not very precise if it even works.)

The less light the better, it's possible that a street light could keep them in veg. A neighboring porchlight probably won't affect them badly.
