Baby mosquitos? Anyway, any larva living in water *Should* die as soon as they leave water. So in my opinion, you can water your plant with it. BUT, you should fix that, since larva remaining in water will turn quickly into bugs. The larva isn't the issue. But what they turn into, is. If you store your water on the outside, this is fine, but if that's indoor, this going to be a mess :D (I must mention that it's not verry cool for any neighborhood, having such mosquito farm :D)

Eggs from a lot of species of insect, can hibernate for a very long time while waiting for water. Pour some diatomaceous earth on top the soil after it's dried a bit. Should take care of the larvae that haven't yet turned into their flying form. - For the flying ones, sticky paper and h2o2 spray as Canna writes. It's not mosquitoes tho. They look different and generally lay eggs in a stagnant water source, like a watering can or bucket that's always full. While a moist soil dry up too fast.

Looks like black fly larvae. You'll probably notice lil black flies flying around too. Easiest way is to let the top 2 inches of soil dry out completely inbetween waterings and make sure you aren't overwatering. You can use sticky paper, and H2O2 sprays, but it is as easy as watering less and letting the top soil dry out.
