Why Won't The Seed Bank Talk to Me?

So I've reached-out to a Seed-Bank, out west, (BC?) a few times now, their page reads; "Send Us an E-Mail", so we have ... Nothing!
We want seeds, strains & I don't get it, are they weirded out? Is it a legality thing? Not sure what the deal is, Canada's Legal Right!?

It's a legal grey area.. Because seeds and strains need Government approval but the considerations are wide scope and it takes time to "approve" strains for distribution so they are very few and they are rather expensive.... Buy seeds online. Iv'e had more success ordering seeds from Europe then I have with getting seeds from across the country.. Growing 4 plants is legal.. Selling unapproved Cannabis seeds is not.

Inside of seed stuck on cotyledon leaves keeping them togetherHas anyone ever had the inside of the seed stay on and keep the two cotyledon leaves together? The outer hard shell has come off.
