You have 3 issues here: 1 - overwatering 2 - nutrient deficiency (NPKs) 3 - ph/chlorination I use city tap water but I boil all my water and let it sit overnight. This basically distils the water. PH down to 5.5-6.5. Most tap water will test at 8 or so without adjustments. Nutrients and soil are important. I use Sungro Professional Growing Medium. Cost is good, it’s soilless, and ph neutral. As for nutrients, talk to your local hydroponics store. I use Green Planet Nutrients 2 part system, and I follow the feed chart religiously. I’ve tried Green Goddess but found they burned my plants and led to a magnesium deficiency. Watch your watering. Too much is really, really bad. Good rule of thumb is a gallon weighs 10 pounds. Dry plants are easy to pick up. 1 gal / 5 gal pail, as needed will ensure just the right amount. Hope this helps Good luck!

You should dechlorinate your water by letting it sit in a bucket for at least a few hours, if not overnight. This will remove chlorine which can kill any required microbial life in the soil and make it hard for the plants to thrive. Also you should also water at a PH of somewhere between 6.0 and 7.0, if it's outside that range, it can lock out certain nutrients that the plant needs. If you keep the water between 6.0 and 7.0 your plants should be able to get the nutrients they need if you are feeding them correctly.

I use less ppm for my whole mix than just your tap water! If you tap water is that high you probably need an Reverse Osmosis machine
