is this normal? it is not about the flowers themselves but about those bags on the stem.

Well the bags on the stem ARE the flowers so those bags are still the calyxes which are swollen hence the baggy shape and large size, unless you mean the small wispy leaves under the calyxes which are the bracts of the flower, they protect the flower during it's development and are totally normal!
*Just so you know the cannabis flower is actually an aggregate of those trichome covered calyxes! in this picture you actually see a single one on the opposite sides of the stem above the foliage petiole (the stem of the leaf).

What week of flower should I stop IPM spray treatment?What week of flower should I stop spraying the plants with IPM? I dim the lights one morning a week and spray using BAS EM5, Coconut Powder, and Quillaja wetting agent. I haven't seen any pests, almost halfway done at day 29. Should i harvest even tough the buds are so small ? Or wait 2-3 weeks ?I've small buds due to not enough defoliation and nitrogen overflow due hot weather.
