In a perfect world, EC and pH in runoff would be the same as your feed. This means she's taking in equal parts water to nutrients.
If your runoff EC is higher, then you're probably overfeeding. Shes taking in more water than nutes.
If your runoff EC is lower, then you're probably underfeeding. Shes taking in a higher ratio of nutrients to water.
pH determines what nutrients the plant can absorb, so if your pH is off, it will affect your EC. When you get your EC balanced, your pH should remain balanced too.
5.5 pH - 6.2 pH in hydro/coco. Lower end for veg and high end for flower.
5.8-6.5 in soil, I believe.
