To me the substrate looks too dry. Try giving a decent watering with plain water (no nutrients) to run off, to make sure the substrate is evenly moist from top to bottom. A plant that size can have a remarkably deep root system already, and if you are only watering lightly next to the stem, your plant could be suffering from dehydration, indicated by the drooping leaves. Have a look at my diary "holy Mackerel" / Cannabis Conundrums to see a 3 week old seedling with its roots exposed and you may get an idea as to why deep watering and an evenly moist pot is necessary for healthy root development. Without a diary it is hard to offer more than basic advice, but in case you are, I would recommend not feeding her anything and to only give plain water until she picks up and growth is obvious. And when you do start feeding her, go easy, quarter strength is plenty enough until she is 8-10 nodes high and no more often than two out of every three waterings. Also, read my response to Aunt Meanies' question (no growth after nutrient lockout), a few questions lower on this page, for a more detailed explanation/opinion of watering and feeding, too.
