What to buy philizon pro series 250 true watt with a umol ms of like 950 at 12 inch or a Indo 4 cob 400 true watt with a umol of over 2400 at 12 is that possibly to much umol lol

Light doesnt cover every potSo i've got 2 plants under one cfl lamp and i observed that that 1 girl is reclining to the right.
As i see my Cfl this girl is standing right below the plastic part of the cfl and obviously gets less sun.

Is closer to the light much better?Is the light closer better? I have a VIPARSPECTRA 1000W LED Grow Light (10W LED ,x100) and it says during veg 18-26 and flowering distance at 18-24”. 2 main reasons come to mind after googling:
1. I overwatered thinking it's hard to do since I'm using the Air dome.
2. Too intense light. Was checking a lot of growers that actually grow 24/0 and went for it 75% 40cm.1y ago
