What to buy philizon pro series 250 true watt with a umol ms of like 950 at 12 inch or a Indo 4 cob 400 true watt with a umol of over 2400 at 12 is that possibly to much umol lol

NEED SOME ADVICE! Change to LED from HPS? which ones are good for tent size? Which ones are good for good yields?I've got a 4x4 tent with 8 seedlings in cups but will be in 11L pots.
Currently I had a 600w HPS light but my ballast busted today.
I have a back up CFL 150W not to mess up the light schedule.

Light scheduleI am doing an outdoor grow and also have a grow room set up for germination. Outside is only getting about 14 hours of light, is it beneficial to bring my girls in under my LED's for 4 hours to make sure they're getting a full 18 hours of light? then bring them back outsideSetup. my LED only dishes out 145 uMol/ meter^2 per scnd at 6 feet distance and 70 at 12 feet, which I run for 18 hours so aprx. 5 moles DLI.
Is it enough? how much dry bud can I expect from this? any advice? I am on a budget grow.
