i think it's low-frequency interference from the ac mains modulating the high frequency led psu ... the lines are likely scrolling at ~ 50hz or 60hz depending on the power standards.
the same thing happens in older crt televisions ... they do "interlaced scanning" ie a double image redraw at the ac hz to fool the eye into thinking it's one stationary image (persistence of vision). but when you see a tv within a tv you see the image scroll
well .. as you suggest .. it's in the led light engineerings ... and of course .. our good phone camera's
then again ... the crop was really good this year i may just be yapping.
