assuming the lines scroll like those i have seen with some lights eg bestiva i think it's low-frequency interference from the ac mains modulating the high frequency led psu ... the lines are likely scrolling at ~ 50hz or 60hz depending on the power standards. the same thing happens in older crt televisions ... they do "interlaced scanning" ie a double image redraw at the ac hz to fool the eye into thinking it's one stationary image (persistence of vision). but when you see a tv within a tv you see the image scroll well .. as you suggest .. it's in the led light engineerings ... and of course .. our good phone camera's then again ... the crop was really good this year i may just be yapping.

There is correlation between the emiting surges of light between your led and the frame rate of your phone, abit like how we see rims on a car spin slowly backwards. If you introduce another light it might break that up. Or shade the light temporarily with masking tape to work off the ambient lighting

It looks like the shadow of the lights is in the picture, the only thing I could think of would be to play around with it until you find your perfect angles then start taking photos that way.
