Delayed cotyledons?

My first seedling doesn't seem to want to unfurl its cotyledons. Any ideas based on the attached picture in the skull planter?

First thing i would try is misting and raising humidity to 75 percent.

there is a thin skin above both leavetips that keeps them together,,, just spray with water on them ( lights off) and soon they defold normally they do it all by themselves, when the leaves are growing dont worry

Leaf Septoria is it worth treating it if it's on an extra plant or should it be culled I have an extra plant outside my grow cage and it has leaf septoria. It was neglected to begin with.
