When should I starting to use nutrients?

I just put the her into the soil. When should I start to use the nutrient? I fear I might overdose the nutrients and accidentally murder my own daughter due the soil are already rich with nutrients (tested TDS 700 PPM with 200 PPM water that oozed out of the bottom of the pot.

I would hold off on nutrients for now, especially if the soil is already rich. I would wait until the plant at least sprouts and you see green. Even then, seedlings don't require a lot of nutrients because they are more focused on developing their roots, and it will get what it needs from the soil. I would only water gently, and then start introducing nutrients once it has at least 2-4 sets of leaves. Hope this helps. Cheers.

Wait till slight yellowing in the leaves. Or wait at least until week 2 after seedling has popped.

If your soil is that rich you might be in for a problem soon. If your soil was not rich normally starting nutrition about day 10 to 14 from sprout. Then it is very very light amounts. Like a few drops. Your ph is important as well. Not just the ppm. Slightly acidic is key. 5.8 for hydro, 6.4 for soil roughly. Each substrate has different requirements. Good luck and happy growing 🍻
