Can anyone tell me if this plant has gone hermie? it has what looks like flower growing on top, but it also has little balls on it.

I'm having a little difficulty seeing it fully. But if youve got the white whispy hairs those are female if you have clumps of short stubby spade shaped balls(that will crack open and show their pollen believe that!) Then yes male and female definitely. Hermies will sometimes have the bananas too where the female is halfway through budding and all of a sudden little clumps of yellow points will poke out of the bud, its had to miss those.

If it didn't start off with any pistils at the joins early on, (where the node meets the stem) its a male.
