Buy the best you can afford. and if you cant afford anything good ATM. Wait and save up or grow outdoors.
Grow specific lights are designed for higher output and spectrum. basic indoor lights produce light yes, but not on the same level.
output meaning more watts = more lumens or light particles, not all grow lights say the true wattage, they lie read into them.
spectrum meaning the band of colours it produces ranging from 400–700 nanometers of visible light and light outside the visible spectrum. ultaviloet 400 and below plus infrared 700 and above.
You can absolutely use basic desk lamps and such with very limited success, like 1-8g a plant maybe.
cheapest options would be the sun outdoors or high output full spectrum CFL's, but the cost of running them must also be a factor not just the initial setup cost.
50$ CFL is not bad considering some lights cost upwards of 800$+
minimum wattage to be around 100w-500w, multiple lights combined with close to 1000 lumens per bulb/strip, the kelvin temperature should be 4000-6000k, you can mix and match for fun if you want. This will be a shotgun setup and should only be used temporary.
CFL's and LEDS have different power requirements and properties. eg LED is more efficient then CFL's, so a 20w led will makes more lumens then a 20w CFL generally. but thats only one part, got to think of spectrum as well. Do not use incandescent or halogen, they use the most watts and mainly produce in the infrared range aka heat. HPS and MH also generate a lot of heat and need special hoods and vents, if money is an issue stay away from them as well.
Overall if you want to do it right, you need the correct light.
