Yes it can. I had a bad phosphor layer (or whatever) in a cob led that would glow for 2 hours after power was cut or even the cord was unplugged. A tiny little glow was the bane of my f%#ing existence for 2 grows. Couldn't figure out why a specific portion of my canopy was nannering-out 2 runs in a row.
You could barely see the glow after 15mins, but that steady stream of photons can and will cause problems. Will it on every plant? Maybe not... but you will eventually run into some negative impact.
the IR i'm not sure. I know others use it and seem to be okay... could be same boat as above, but not as impactful?
put some tape over what you can. heck, pop it open and cut the wire to the light if it doesn't prevent it from working
