Yes and no. lols. Keep in mind its personal preference- are you smoking it? Then its up to you to dry it how you like it. Personally I prefer mine a lil drier as ive found it really cuts down on the smokers cough bong smokers get. Like I dont even have one anymore since I went to drying my buds below 50 % U can raise the moisture in the buds again if you add a green lead from a dope plant to the jar and the moisture will travel from the leaf to the buds slowly, old school way- or a humidity pack- new school way. Usually there is still a lil moisture in the thicker stems and unless you took weeks more than needed to dry it, it will rise again abit in the jars anyways - but thats why pple burp- So if its a bit too dry- dont burp as often and see how it goes. Like leave it sealed for a week and then see how its travelling. Too dry is a matter of opinion. Give me too dry bud over too wet any days! Smokes cleaner.
