Pics are hard to see cause of the blur but generally, foxtailing is a heat-related issue. Has it been getting hot the last few days? Looks like an outdoor grow with a sunshade - bud temperature stays close to, and usually hotter than, the ambient air temperature because it's a solid mass of plant flesh so even thought they're not in direct sun it can still get too hot for the buds. I still think you should harvest though, otherwise, you wasted all the time and resources you put into the plant. She is still very smokable.
