Cannabis plants DO NOT get their water from the air! It does look very dry though. Personally I would start a new seedling, the potential of this blue dream is already diminished.

That seedling looks really dry, I recommend you move it away from the fan so it doesn't get direct airflow. It will probably pull through, but unlike the other one, its yield will be reduced, as well as the size of the buds.

Power plant looking good, I wouldn't start the Blue dream over just yet, put a humidity dome over her with the sides sprayed with water. Young seedlings get most of their water from the surrounding air.
