It is the plant having one last desperate try to get pollinated/pregnant and is quite common with cannabis.
I would not worry about it, however I would be harvesting asap anyhow, they are plenty ripe!

Just starting to fox tail is all. When I see it I try to harvest within a week to two tops. I got one in a dwc bucket starting. So I am switching her to water later today

Is necessary to harvest in 2 times? Give a week more for the bottom "popcorn" buds and the third plant, shorter in shadow?
Should I cut whole largest branches entirely, or cut all at same height
