Transfer? You mean transplant? That should all be done before the flip— at least a week prior

It really depends when you flip. And if you let it veg long enough for internodes to grow out. As if you flip say just after a new set of nodes is up on the tops of nodes then you'll have to wait till she gets new shoots that'll start to flower. After you did the flip I've had some show pistils within 7days and some took 15(as they weren't ready to be flipped. Needed more veg.) As organ said. You do need at least 3-4 weeks of veg before you should flip. As she'll continue just to grow all a little slower if you flip her early. Let the nodes grow some, and then internodes, ( sets of nodes on nodes ) you want them grown between 6-10cm with 4-6 bud sites on each inter.. and anything that's way down and you can see is struggling after the flip, you can take off like a little bit of lollipoppoing.. It can depend on the genetics, conditions and how far along in veg and eager to flip the plant is. In about a week you usually should see some pistils, but it can take couple weeks too. If the plant is not healthy and having some issues or still very small and vegged shortly, you might see more resistance to flip.

P.S. - Photoperiod plants need to be a minimum of 4-6 weeks old from seed before they are actually old enough/able to flower though.
