I have a budmaster 2 with some bulbs out, can anybody tell me how I change them? Where I get them from? Or if I can even change them 🤣?

Contact the manufacturer. LED modules like that are proprietary so you won't find replacements at the local hardware store. You would probably have to send it to them for repair. Hopefully it's not obsolete.
That big heat sink tells me that light is rather old. It might be a good time to consider upgrading to something more modern versus putting much money into a repair.
