You're using a 1000w bulb any only 35cm away. This would be an issue with a 150w bulb.. there's no way your plants leaf temp is 25c the plants temp is far exceeding the average you should try keep temps dif in pre flower no more than 7c. You need to move your bulb way back. 45-55cm and she'll stop stretching so much when lights go out and the plant cools.

High, yes you can still top her now! I would have done the same, it will not be harmful for the plant and the plant will start to focus more on the 2 nodes with buds below. After topping I would not do any form of training anymore other than LST to prevent unnecessary stress. Enjoy your grow!
