Seedling mixes like FF's LightWarrior or Espoma will always germinate good seeds.
I have always gotten "quality" seeds to germinate in these soils. They usually take 3-4 days to pop. I'll take that frequency and success rate any day of week.
My 3 year old C99 seeds just popped, one took 3 days, the other 5.
For me, any transfer of seedlings to perm soil, requires they start in "fiber" cups, that can be put directly into the ground, with no root disturbance.
They don't seem to slow initial growth down, as long as they are kept damp, and below the perm soil surface, as to not serve as a wick.
