Depends on your perception of what 3-5 weeks is... if it's 3-5 weeks after the cutting has rooted and is growing normallly for most of that 3-5 weeks, sure that's fine.
Some cuttings take 2 weeks before they even have a nub of a root formed. So, if counting from cut, it's variable. Root growth is what you care about. Once it's proper for the size of the plant, it's good to go.
Hard to see these things, but can see roots at drain holes and see the growth above ground etc... just make sure it's got enough time exhibiting "normal" behaviour of a plant and you'll be fine. A clone is just a plant... nothing different at that point.
