Sometimes, it may seem like nothing is happening above the soil, but the roots are growing beneath the soil and soon things will really take off. I usually grow in soil, so the nutes are already in the soil when I start. You should always wait until the medium is dry before watering again. Your plants don't look unhealthy to me, just taking their time to get going. How close is the light above the seedlings? 2x 1000W is a LOT of light for seedlings. I'd probably only use one until the plants are larger.
