You shouldn’t be having run off at this point. And the soil does look too wet. Let soil dry out a bit. Feel the weight with you hand. I would go for at least two days without watering. If you do water, use spray mist or syringe. Some strains are either more fuzzy or slow to start. I was frustrated with some high potency Sativa dominated strains. Roots started very slow. And some breeder do put up “irrigation tolerance” in their data sheet. Could give you some idea. Best to check out diaries of your strain. Or the parents of your strain might give you an idea if it is a new avant-garde strain. If things doesn’t get better in a week. Roots might have been damaged beyond recovery. Then, you need to start over. Can’t feed your way out of this one.

I can't tell from your pics, but are their drainage holes cut into the cups you are using? Sometimes, it may seem like nothing is happening above the soil, but the roots are growing beneath the soil and soon things will really take off. I usually grow in soil, so the nutes are already in the soil when I start. You should always wait until the medium is dry before watering again. Your plants don't look unhealthy to me, just taking their time to get going. How close is the light above the seedlings? 2x 1000W is a LOT of light for seedlings. I'd probably only use one until the plants are larger.
