Hey guys so still no progress of her popping out, I gently took her out, for this photo, any suggestion?

Read this like someone you know really well is having fun with you.. :P it's not mean, i promise! okay, stop doing what you are doing, lol.... you need to stay away from a planted seed. if you can't, only let yourself come back once or twice a day to look for a sprout, lol..... some seeds can take a long time.. remove the cup off of it , because they need light shortly after sprout - moment leaves orientate themselves correctly. Seedlings shouldn't need a humidity dome unless you are out in the desert or something, even then i bet the lack of airflow is worse impact. stop using the paper towel method or anything that might involve you having to touch or otherwise manipulate a recently germinated seed. it should be in soil, coco, a starter cube, a peat pellet.. anything is better than a towel and bleach, root exposed to light... and then some dirty fingers on top of that -- doesn't matter if you wash them your skin is riddled with microbes beyond the surface. a minor scuff releases as much as you just cleaned off, lol. If you want to do a possibly useful prep, you can let a seed soak in water until it sinks, and it supposedly helps older seeds germinate a bit faster... it also ensures the seed is fully saturated the moment you plant it. it won't help much with young, but not super fresh, seeds. (from what i know, very fresh seeds off plant are not as viable as in coming weeks) So, pop her back where she belongs.. if in a towel, go ahead and keep doing it or just plop it where you intended later on anyway. if in towel, you'll have to observe it more often. moist, not sopping wet. make sure it envelops the seed, not large gaps as it is draped over. if root grows into towel, one more headache to deal with. keep it in light.. window sill or your vege lights, but far away (likely 36" for most technologies, but maybe more or less) you want strong light when it pops so it doesn't stretch, but not full power because it will wilt.

Patients, looking back at everything you've posted I would have left it in the paper towel longer till the tap root is at least 1/4", then make sure you put it in tap root down when you put it into the pot. At this point i would just keep doing what you have been make sure soil is moist.
