It's argueing that when a plant preflowers in weeks 3-6 of the vegetative stage means it has entered flowering stage...which is pretty much useless semantics as far as i can see. couple of quotes from the article: " We argue that in Cannabis, a short photoperiod orchestrates intense branching of the inflorescence, with floral initiation that occurs independently of short photoperiod. Therefore, appearance of these solitary flowers represents the transition from adult vegetative stage to reproductive stage."
