Is this LED board capable of an electrical shock without its glass covering? I want to maximize light penetration but not if its too risky.

I have installed similar panels on the sides of my cabinet and I don't have any issues with electric discharges. The chips on your panel seem to have a lens; if that's the case, it definitely helps with insulation. Check the seller's IP specifications. The only thing to keep in mind with this type of panel is that if they are in environments with relative humidity above 80%, this level of humidity can create short circuits, and the LED drivers are also very sensitive to moisture. If it normally comes with a glass screen it's probably there to protect the bulbs from moisture. I'd probably leave it in unless maybe your in flower and removing the humidity already. 👊
