Your plant is doing fine , you will see that during the flower stage your plant will gain a little height with a lot of mass. As for your light situation i would likely go and get more lights because in flower more light exposure = more and bigger flowers . You can make due with what you have now but from what you describe its not enough . You will run into a few problems if you dont have enough light for flowering one of the problems is that the development of the bud sites and the buds themselves will be slower , the buds wont be as tight they will be more airy and you may not get as much of a yield . That's not to say you can't still do it with what you have now cause you can it will just affect your yield big time . If your on a budget or not that interested in spending big $$$$ there is cheap alternatives to get the job , the cheapest way would be to get a digital ballast from amazon or w.e they sell kits with the lights for like 50 $ or you can get T5 super output lamps to combine with what you already have for like 30$ a piece there is lots of option's to choose from but its all in what you wanna do with it !
