Heating Pad due to low temps , effective ?

Should I add heating pad as temps seem quite low and if so is it more nescessariy during the light or night cycle of the plant ?

Heating pad i think are suggested for the rooting and seedling stage, add a heater, a safe one, the temps are too low ✌️🏽

Currently using a 4x8 tent in a garage that is dusty. would getting a extra intake be better for my plants?Currently using a 200mm inline exhaust with a max cfm of 537,96 and using a intake with a max cfm of 194. currently using the exhaust on medium setting so 466 cfm. would it be better for my plants to get more air from outside with a new but small intake of about 128 cfm ?Other. Tent temp and rh issues!!!Seeds just germinated and placed in tent, temp and RH is are off 84f° and RH 30% I have plastic bags over my sole cup any advice on fixing this issue.
