A good rule of thumb is to flush when around 40% of the hairs have changed color and curled and to harvest around 80%. It's hard to tell the color of the hairs with the grow light but it looks like you might be right around 40% and time for a flush and approximately 2 weeks to finish. The only way to know for sure is to look with a magnifying glass though. Check out the heads of the trichomes and see what percentage are clear/cloudy/amber. If you have a bunch of clear and a few cloudy trichomes, you can hold off on flushing for a week or so. If you're seeing mostly cloudy with a few amber, it's time to flush and get ready for harvest in a couple weeks. Hope this helps!
