To me they look like trichomes starting, which would be awesome, as she will be "super trichome city" come harvest time.
Don't know how magnified this picture is, but the almost perfect spheres do resemble early trichome development.
Mould or fungus would look more like a "spider webby" growth with irregular shapes and coverage.
Worst case scenario, which just occurred to me, is that they could be insect eggs of some description.
Watch carefully and closely!!
Maybe some more pictures, normal and magnified, with size being identifiable, would help immensely with any further advice.
