Should I top it or not.

To make the most out of that space I would definitely top it and then put up a scrog net to make use of that area. If you don’t want to scrog I would even top it, let the two new shoots grow out and then top those too creating 4 main heads. By the time those have grown out the side branches should have caught up almost to the height of the new 4 main heads giving a more full canopy. You tend to find the more heads a plant has at one level the less it stretches as the plants energy is spread across multiple sites rather than a single main branch.
