I would say yes, try to have the fan blowing just over the top of the plants and just underneath the light, with just a bare minimum of movement of the plants.
Too much direct wind will cause too much energy to be used by the plant to brace itself against the wind, depriving it of energy for growth and you end up with stunted plants, much like how plants living near the coast are nearly always bent and small due to the constant wind.
