The main idea why you want to count weeks is to give you a basis to compare to or with. Whatever you choose , just be consistent to make sure your timing remains useful across several genetics . I usually incorporate stretch with veg, and once buds the size of dimes appear, that's when I'll consider it to be flower. But it's really up to personal preference. Nobody will knock you doing either/or.

I count from the flip. The next two weeks are transition/stretch, and then you are actually in bloom. It doesn't really matter when you count it from as long as you transition your nutrients properly, but for me it makes more sense to have the flip be the changing point.
I always count the stretch period as veg. I count the weeks of actual flower from the time button sized buds have formed. From that time to harvest almost always turns out to be 8 weeks. If you count the stretch as flowering then 10 weeks till finish. If you know how to grow properly. Cheers
