Is it a autoflower? A autoflower should be planted in a big pot so you don’t need to transplant it. They don’t like stress and stop growing for some time. I transplanted 1 auto when it was about your size because I didn’t want to hurt her roots. She’s doing fine now in her 25L pot. If it isn’t an autoflower you can wait till it’s a bit stronger and the weather gets nicer. They grow longer so they don’t minda little transplant stress.

It depends, if it's an auto I would check the roots everyday, as soon as they start getting outside your pot it's time to move them. Usually I do that around day 7-10. Or you could move as soon as they get their second set of real leaf's. Just make sure the soil you have it in now is moist when you move them and water the entire pot after you moved them, also best to move to the same soil. This will reduce stress.
