Pest/bug identification - small brown bug

Can anyone help identify these bugs? They move slow but they can jump also several inches. I’ve seen a few outdoors and they usually have some white cotton like stuff hanging from their butt. Really appreciate it!

I believe that's planthoppers. Exterminate as soon as possible.

@hempkid Yeah there’s a few diff bugs that come up when I google “planthoppers” but you’re right I believe.. weird little dudes Thanks a bunch amigo!

Caterpillar invasion Have a bunch of small caterpillars showing up in the ghouse. Been using neem oil and physical means (armed with a uv light) to kill them. Any suggestions to keep them in check?

Is it normal for my seedling to be at only one inch height after 8 days? Technically it did take about 2 days to sprout after planting. So I suppose it's really only been 4 days since sprouting. Slight yellowing on the leaves as well. My last auto was a huge fail.
