Yes that is quite possible; I've had that happen to me before specially with LED lights that give very little heat. The internodal space is almost non existant and the leaves remain small.

What are these bugs and what to do about them?Hi, I spotted these on one of my balcony plants today. Somekind of mites? They were around the sugar to middle sized leaves on new growth.
