Yes that is quite possible; I've had that happen to me before specially with LED lights that give very little heat. The internodal space is almost non existant and the leaves remain small.

Possible spider mites?I can't get a good pic of it but I've found with loupe a couple black dots here and there one 1 plant. I'm not sure what it is. They aren't moving. I am a new grower trying to grow Chrystal by Nirvana.
I have Phlizon 900w. LED Veg. lights going in a 3x3x5 tent and 6 plants. Temp is 78 degrees and humidity is 55% , ph with and without Nutrients is 6.2. Over the last few weeks I have brought the light down from 36" to 21" above the canape. I topped at the 5th. node and my plants are going into week 4 with no shock. They are only 4.5 inches tall in a 5 gal. cloth pot. and 3.5 gal. plastic pot. Do they need more light?
Any suggestions? Is it OK?
