So, I am using tap water and its ppm is between 300-400. However I just checked by runoff water PPM and it came over 2500 with ph around 6. I have not used any fertilizer whatsoever and the soil is BioBizz Ligth Mix. What could be causing this issue?

If your plant is growing well, is there a real problem?
Your high readings are probably from the fertilizers the manufacturer added to their soil mix.

Your substrate (soil) will have nutrients already. You do not really need to add anymore at this stage.

ventilation for a 4x8 ? basically is that too much negative pressure and if so should I get anther intake ?currently using a 200mm inline exhaust fan that has 914 m3/h(537,9 cfm) max currently using it at its medium setting of 792 m3/h(466,15 cfm) and using a 125 mm inline intake fan with only 330 m3/h (194,23 cfm). When to use terra aquatica ripen? Wait until they look ready to harvest or when they look like they will be ready in 2 weeks while using ripen?I'm coming to the end & I think they need a few more weeks at least, but I may be just kidding myself, thinking they're gonna double in size.
I'm gonna use ripen for the final 2 weeks with a 48h flash clean before & after, so should I start now or wait for more amber trichomes?
