buds have minimial to no photosynthesis occuring. they do not need light in the way that leaves do.
reducing the amount of ATP produced from photosynthesis will not speed up anything, ever. it is the energy that drives cellular growth.
its not light hitting the buds, but the leaves around the buds that powers it's growth - or reacts like when "streching". sugars are trucked in through phloem, but you will get better buds when local leaves are powering growth.
unless we are talking about a palo verde tree that has chlorophyl in its bark, leaves are what soak up photons.. not buds or stems etc.
