Unless you win a contest or put in a huge amount of work into your diaries and basically advertise for "Speedy Flowers" and show exceptional results with your growing skills, free seeds really are just a rumour.

You're better off spending some cash and getting some top shelf genetics to grow. It's a lot of time and energy spent growing a plant so it's worth paying a little to end up with a much better harvest in the end

sometimes they are offered individually, sometimes as part of a signup for a future contest ... some times ass dm to give out testers. So, put up a few good diaries and it'll happen. keep eye on contest board for signup links.
