It can, yes. I have found that using TNB naturals ph down is a bit kore stable. But in my experience, yes over time it will go back to 7 or so.

Depends how long you store it, what mineral content is in the water to begin with and heat/time/pressure. Distilled or RO will keep its PH longer and more stable over time vs hard water or soft. Not all hard water is equally "hard" either. I like Phosphoric acid as a PH Down. Good Luck!
