You've answered your own question.... if you're not getting any runoff, you're not giving enough water. Here's what I do - I put a saucer under my plants and I water/feed until there is significant runoff... then I wait for about 1/2 - 1 hour... if there is still liquid in the saucer, I dump it out because you DEFINITELY do NOT want the pot to be sitting in water as you'll rot out your roots ... but if not, I know the plant has needed it and soaked it up. I continue giving it water until there IS some liquid left that I have to dump. You may be in this type of situation... if you haven't been giving enough, it might take a while for the soil/roots to absorb what you're giving her and truly soak itself... but you'd have to be awfully strong - or have a couple of mates who can help you lift that pot after it's completely drenched. But then you'll know just how much she needs every time and be able to give it to her.
Good luck.... this heat is making EVERYONE'S grow a bit difficult as we ALL need to adjust our routines!
