I don't know if it was water or week lighting.

Can I still save the top 2? Leaves are green, not sure if it was water or my late tlights. They are aerated now, SF-1000 is at 70% and approximately 18" away. They were originally under a LED GE Seedling Grow Light.

I think the biggest problem here was, as you suspected, overwatering. The fact that they STILL have green on them says to ME that they CAN be saved - at least it's worth the try. Give the stems a little bit of support so the leaves are not lying on the soil and are as upright as you can GENTLY make them... this might be with a piece of paper folded into a V - something that is not going to poke into the soil at all and disturb any of the roots. Then also lower your lights to about 11" and let them be... do NOT water them again until the soil is really dry. With luck, they WILL survive - and weed is a pretty resilient plant so the odds are good. Seedlings need only a little bit of moisture to grow... when they first pop from the soil, they don't have much of a root system and it's VERY easy at this point to drown them... the soil should just be sprayed a bit and always always always left to dry out before giving them another drink. Good luck... you CAN do it!

They are bouncing back. The plant that was in the worst shape is still surviving, while the other plant can support itself again. Thank you for all of your help!

Cut down the middle cardboard tube bit you get in toilet rolls so the leaves are sticking out the top but resting inside, they work a treat for propping up at this size Good luck 🌱

Prop them up on something like bamboo or sticks. then move the light a big closer as they are stretching to much, I use the sf1000 and I used it as 100% from seedlings but I had it hanging quite high. it is only 100W so its hard to burn your plants with it but not impossible. They will take some time to establish themselves and even then your main stem will most likely always need some form of support till its much bigger. Good Luck! ***disclaimer, multiple people are answering all questions as there is a contest called GOTM, when a user is selected as the answer they get a point. Hello. First off you should the 2 survivors in a smal pot so your roots can get established second burry the plant to the first leaves and stay away from water and also is your led strong enough? Just food of thought been growing over 20 years. Hope this helps.

So do not give any more water till the top layer of the soil dryed out and then just give 100ml every other day about 10 cm away from the plant. This way they develop their root system and have enough water and oxygen available to start growing! But for now you really need to get them off the floor and provide them with enough light! Use a wooden scewer to keep them up towards the light. And now the SF-1000 light is close and strong enough for a seedling. The other led light that you were using before was not strong enough.

Your soil looks very wet and loose. The back 2 are fine as GG says. Some dry soil on top as I see the white ends, they were beneath the soil, they just fell over cause your substrate is 2 loose. So press down lightly, nothing you can do about it been so wet. But to avoid damping off after you press the soil down, (very very lightly now), then hold underneath the cotyledons (little leafs, if you don't have gloves make sure to wash your hands), hold her straight or in the direction you want her to grow and prop it up at least till you are covering the white that's been exposed by it falling over, and do not water as the roots will be down in the wet soil and keep the stem proped up with your new bit of dry soil. Good luck

They stretched too much because the light was to low. You can use a wooden scewer to keep them up and you need to give them more light. They should be recovered within a week!
