Admittedly, I have low experience with non LED lights.
From what I read online, it's more likely than not, the bulb. Especially if the bulb isolder, though I am unclear on what older means for this context. With that being said, I would suggest trying out a new bulb, as my guess would be the ballast is trying to regulate power, but (assuming the bulb is older) the bulb is requiring more power than it used to, as older bulbs tend to use more power.
