Fuzzy mold seedlings

I’ve been getting the white fuzzy mold on my freshly popped seedlings after I put the in new HP pro mix/earth worm casings soil. I use a little rooting powder but other than that nothing else. I plan to pre spray next time with neem oil. Will this help with the mold/damping off?

Neem oil isn't going to do anything for what sounds like a fungus... It sounds as if the soil is far too wet but it would be helpful if you could at least give us a photo or two of what you're talking about - start a diary! :-D

Rooting powder is for cuttings, not seeds and neem is for pests, not mould. If you have white fuzzy mould, either they are rotting from being too wet in the paper, or the water is contaminated. Post some clear, close up pictures of the actual issue so you can get some specific advice.
