I think after a week it's probably lost, but I would give it at least 10 days before completely abandoning hope. Personally, I'd stick both the other seeds in and see if anything comes up - if both do, use the best one (or do two!).
You have to make sure the soil you're putting it into is kept above 21°C. You can put it somewhere warm (above a radiator/boiler, in a heated propagator, on a seed mat, etc.). The most important things early on are damp/moist soil (not wet - overwatering will kill the seedling!) and a warm place, then high humidity once the seedling is up (make a dome with a hole using of the top half of a soda bottle) and then you'll have a good start. Rooting cubes can help as well (rockwool, Root Riot sponges, Jiffy bags, etc).
