I soak my seeds in water for 24-36 hours. Then I plant them in moist soil or peat pellet. During this critical "start of life" phase you have to be careful to NOT over water. If your seeds turn black or a tap root or sprout emerges and dies soon after it was probably too much water. I personally do not like the paper towel method. The tap root is very delicate and is easily damaged. Also, if you check the paper towel before bed you might have almost nothing but by the time you get home from work the next day the root can be much longer making it more difficult to handle and plant without damage. Mother nature doesn't use a paper towel so I don't feel bad about not using one either. The paper towel does have the benefit of allowing you to see when the seed has sprouted. But, if you just plant it you will know in a day or two anyhow.

I tried the paper towel method , soaked them in water for 24 h, used germination cubes from root riot, but the best method in my opinion is put the seed directly in the soil or what you using. Just give the soil / coco enough water before so you don't need to water to get the substrate moist. I am giving 1 - 1,5 L water for a 11 L pot this should last for the first 7 to 10 days. Remember the pot can't dry out because there's no roots.

I like to put them in a damp paper towel on a plate, Then cover with another plate. I get the paper towel wet let it fully absorb all the water then I tilt the plate sideways and let all of the water drain off. This makes sure its not to wet, but still has moisture. Check once a day and if after 3 days nothing, I will replace everything to ensure I don't get any bad bacteria growth. I have had some seeds take 5-7 days to pop. Putting in water is another method that works great, My buddy will let the tap water sit for 24h to make sure no chlorine is in the water then he drops the seed in and waits until it pops in the water. Then transplants into medium.

Don't soak them, just put them between moist, (not wet!), paper towel. No need to put them in a bag, just a cover of some sort, maybe between two dinner plates like a UFO works well, as in one plate normal way up and the cover plate upside down on top of the normal plate, and keep them in a dark, warmish spot and most importantly, do not let the paper towel dry out, which is highly unlikely if kept covered. Remember, moist, not wet and you should be ok. Otherwise, using grow wool cubes is super easy - if you are keen on this method, I have posted a tutorial for rock wool germination in my diary "cannabis conundrums", - in the "germination week" obviously! Hope this helps, Organoman.
