Damn, those lights are AWFULLY close to those little ladies! And it doesn't make sense to me because normally, if a plant is getting leggy, it means the light is too far away - so perhaps you have them really REALLY dimmed? They're asking for more light so whatever the case, they need more intensity of light.
One other thing, before you run into other problems... you've got to get your pH up. Soil grows need to maintain a pH between 6.0 and 6.5 so that the plant can absorb any nutrient you give them.
